The new project incorporates pumping machines and controls in all the schemes to improve efficiency, increase capacity and reduce operational costs. In addition, the water tanks shall be constructed for all the supplies to enable improved storage. The project also has a metering component in all the Schemes to help in reduction of Non-revenue water, and therefore realize improved and sustainable service delivery. The project has a component of an alternative system, the hydro power generation in three water supplies; Mbale, Maseno and Kaimosi,  to supplement the power system during supply interruptions and breakdowns.

It has earmarked rehabilitation works for Mbale, Maseno and Kaimosi Water Supply systems. Works targeted in the programme include rehabilitation of electromechanical systems, new hydro turbines as appropriate and increase in storage facilities and distribution lines.

The Programme has been financed partly through a loan and a grant from the Belgium government at a cost of KShs. 1.5 billion. The project is at an advanced stage and is expected to be completed by the year 2021.
